Cultural Funding

One of the core underpinnings of the Slovene jazz – that is, public funding and a strong NGO infrastructure. The thing is, all the festivals and concert series mentioned below are publicly funded, with this funding representing the better part of  the budget. Similar holds for almost all the venues as it does for most of support organisations, awards, even media and the (nominally) commercial parties.



The funding structure for NGOs has been developed during the first decade of the 2000s, with the  assessment committee oh individuals chosen by the ministry of culture is the most responsible for the selection, and one could see some kind of continuance and consistency here.



The RTV Slovenia Big Band, an orchestra under the wing of the national radio-television, is almost  the only non-super-precarious position one can get as a jazz musician.

There are a couple of different funding programmes for: multiyear and single-year projects – festivals, concert series, educational and discursive programmes, international tours, album releases, etc; various stipends for individuals; co-funding of European projects; and possibly some smaller, structurally less important funding programmes as well.



One of the crucial avenues for funding jazz musicians and their wider scene is the policy of the Ministry covering the social security contributions of outstanding self-employed cultural workers, including musicians, thus allowing them to keep most of their earnings and stay afloat even with minimal incomes (other self-employed are obliged to pay about 400€ per month of social security contributions, regardless of their income).

The institute is possibly the only formalised case known to support jazz musicians in recent years, though it focuses more on classical musicians.
